Information for EU ETS Certifiers on the accreditation of Activity Group 98

Dear Auditors!

We would like to inform you about the implementation of the European Union Emission Trading Scheme (EU ETS) IV. (2021-2030) regarding the validation of unpaid allowance allocation and the accreditation of verifiers.

Last year, the transitional arrangements for harmonized free allocation for allowances at EU level were accelerated in accordance with Article 10a of Directive 2003/87 / EC of the European Parliament and Council (hereinafter referred to as "the Decision") of the European Commission (hereinafter referred to as "the Decision"). As a result, definite decisions have been made on certain topics that will affect your work in the future. The new regulation, which is being replaced by the Decision, will clearly provide that Annex IV. during the trading period, more data submitted will need to be authenticated than current III. trading period. Verifiers will be required under Commission Regulation (EU) No 600/2012 of the European Parliament and  the Council on greenhouse gas emission allowance reporting and reporting of tonne-kilometer data for the purposes of Directive 2003/87 / EC of the European Parliament and the Council (EC) according to the activity group number 98 of Annex I to Council Regulation 295/2012 (X.16.), pursuant to Article 10a of Directive 2003/87 / EC. , in practice to obtain accreditation for the EU ETS  will also have accreditation for the issuance of allowances for free.

The first quota allocation service that this concerns is the IV. which is expected to be mandatory for each EU ETS facility to the Ministry of Innovation and Technology for May-June 2019. For this reason, the acquisition of accreditation for the certification of activity group 98 is still to be started during this year.

NAH provides an opportunity for accredited EU ETS verifiers to demonstrate their preparedness to validate activity group 98 as well as accreditation for certification of activity group 98 in forthcoming annual supervisory procedures.
