In order to implement the requirements of the Directive 2014/45/EU of the European Parliament and of the Council - on periodic roadworthiness tests for motor vehicles and their trailers and repealing Directive 2009/40/EC - the Government of Hungary determined the processes and the respective detailed rules in the 181/2017 Governmental Decree (Effective from: 21/05/2018).

According to Article 1 (1) of the Decree, testing centers may operate only within a vehicle maintenance organization, at its premises and only with a certification and a successful audit issued and done by the transportation authority or with an acquired accredited status based on the National Accreditation Act.

In case of accreditation, testing centers are required to apply for accreditation as an "A" type organization for MSZ EN ISO / IEC 17020: 2012 - inspection bodies.

The specific requirements related to the accreditation procedures of the testing centers are listed in the documents below:

1. ISO/IEC 17020:2012 Conformity assessment - Requirements for the operation of various types of bodies performing inspection (ISO/IEC 17020:2012)

2. EA-5/02 INF: 2015 EA Guidance on the Application of ISO/IEC 17020 in Periodic Inspection of the Roadworthiness of Motor Vehicles and their Trailers

The testing centers should fulfil the requirements specified in the aforementioned Governmental Decree and those listed in all the technical guides and regulations.

In order to assess the demand for this accreditation, testing centers are welcome to indicate their intentions of interest for being accredited in this area.
