Position statement 1/2016

Relating to accreditation according to Standard MSZ EN ISO/IEC 17025:2005, the National Accreditation Authority issues the following position statement in respect of budgetary organisations.

1.) According to Standard MSZ EN ISO/IEC 17025:2005, those budgetary organisations are eligible for accreditation whose Deed of Foundation includes the public service ‘041170 Technical testing, analysis’ as laid down in Annex No. 1 of Ministry of National Economy Decree No. 68/2013. (XII.29.) NGM.

2.) In addition to the main rule defined in point 1.), budgetary organisations whose Deed of Foundation does not contain the public service activity ‘041170 Technical testing, analysis’ can be accredited according to Standard MSZ EN ISO/IEC 17025:2005 if, in relation to the performance of their tasks required of them by legislation they perform technical testing and analysis, that is, they perform it not as an independent activity, independently of other functions.

In the case defined in this point, the activity relating to the performance of the tasks required by legislation needs to be indicated in the Deed of Foundation. (Indication of the task of administrative nature as relating to the activity).

Position statement 1/2018

Following the structural transformation of the Government, the National Accreditation Authority issues the following statement regarding the transfer of accredited statuses of accredited organizations.

Accredited organizations that are affected by changes in ownership or supervisory body following the reorganization of the ministries, must report the change on the NAD-102 form, indicating the legal reference of the change.

According to the General Administrative Law CL. of 2016 Act 41 NAH will make a summary decision about the change of accredited status and transfer the new information into the register of the accredited statuses. Depending on the notified changes, further evaluation will take place in accordance with Section 4.10.3 of the NAR-01 Rules.

NAH position statement on non-standard test methods

1. In case of using testing methods described in the law, the Codex Alimentarius Hungaricus, the Codex Pabularis Hungaricus, etc. it is recommended to use the original method ID. No validation is required, but the method must be verified.

2. In case of using test methods of manufacturer, it is recommended to use the original method ID. The laboratory has to demonstrate that the method is validated and verify the method. In the absence of validation, the laboratory has to validate it.

3. In case of using test method from another accredited testing laboratory with the consent of the method owner, the method ID is optional but it is recommended to use the original method ID. The laboratory must demonstrate that the method is validated and that the method is verified.

4. In case of using test method from a non-accredited testing laboratory, the method ID is optional, but it is recommended to use the original method ID. If the method is not validated, the laboratory must validate the method; if the validated status is demonstrated then it has to be verified.

5. In case of using self-developed test methods, the method ID is arbitrary (the decision of the laboratory, but it must be used consistently), the description of the method may indicate the source, but the Scope of Accreditation will not include this. Validation of this method is required.

NAH Position statement on the transfer of a method change

1. In case of revocation of legislation: if the test method described in the law was accredited and the accredited body would like to apply a standard method similar to the technical but not the technical content, its transfer can only be carried out within the framework of the extension procedure in accordance with the current accreditation requirements.

2. On 30 January 2018, Regulation (EC) No 273/2008, which contained the reference method "Determination of milk fat purity by gas chromatographic analysis of triglycerides", was withdrawn. An accredited organization can use accredited MSZ EN ISO 17678: 2010 standard instead of the method set out in the Regulation [Milk and Milk Products. Determination of milk fat purity gas chromatographic analysis of triglycerides (reference method) because the technical content of the two methods are verifiably the same.
